Camera quality is best. That's something unquestionable. Yes portrait mode is available, plus after snapping you have the option to choose between normal image and depth effect image.

The pixel 3 phone has unlimited storage as one of the prominent features. However, unlimited storage is applicable only to Photos app, which backs up data on google storage account. Hope this helps.
